mail,
when your level 6 or more you are allowed to enter the castle (you need to buy a castle permit) in the first stage of the castle you can use the post office to send or recieve packages

well if your asking for stuff in the mail, thats how you get it, you dont have to be part of a clan to go into the castle.... but you do need a pass or a rank so that you could access the first part of the castle
