What does the item "Rock" do?

I was reading RandomOrange's guide about question and he mentions an item that Harpy's drop; "Rocks". What does this item do, and why would you want it?

i believe the trolls in the mtns give em 2 you after they rob you and they dont do anything as far as i know they are junk.

actually once you collect 2.1 million of em they restore your quests....

You get a Rock if a monster successfully swindles you, but you have an empty backpack.
