how much attack power do blast give to the person wielding a weapon with the attribute blast and how often does it occur? would it work for any weapon?

Blast on a weapon deals 4x Blast Powder, unless the natural damage of the weapon is greater.

Essentially, it ensures a minimum damage of 120 (since Blast ignores Defense).
