Why is there no one in user groups?

What's wrong with it, or why is no one a part?

well there are user groups though some are hidden like the High Council
though you do have a point that we should induct more organizations

The usergroups only exist for managing the forums.

but what i mean is that for every single one of the user groups, i click on view information and it says "This usergroup does not exist"

As Agustus also said, some usergroups are hidden from public view.
